1° for a sort function based on the number of plays, you can create one or more sorts preset.
go to:
--> ElPlaylist Settings (right click on the playlist and select "Setting")
--> then go to the tab "Grouping", create a new preset, and replace the line of "Sort format" for this:
$sub(%play_count%,1000)
note: if you plays a song more than 1000 times, you must change that value by a higher

-->Finally, make sure "Group Sort by" is present in the context menu of the playlist.

2° You can not add a new tab unless you modify the script based on the "Panel Stack Splitter" component... I would love to develop this function, but now I no longer have the time... sorry.
I didn't realize it, happens only with new versions of foobar2000 and I still can't fix it, sorry...
